Lead the work of the Executive Office of Energy and Environmental Affairs (EEA) to implement the Public Lands Preservation Act and EEA’s Article 97 Policy and assist in facilitating the efficient provision of Conservation Restriction (CR) Review services.
Public Lands Preservation Act (PLPA) Coordinator Duties
1. Review materials submitted to EEA including alternatives analyses, appraisals, and waiver and funding in lieu requests to help ensure full compliance with all provisions of the PLPA and EEA’s Article 97 Policy, including assessment of alternatives, identification of suitable replacement lands/interests, adequacy of appraisals, and acceptability of associated legislation;
2. Monitor, track, and generate regular reports regarding submissions to the PLPA portal (Article 97 Actions), pending Art. 97 legislation, implementation of passed Art. 97 legislation, and related information;
3. Convene meetings between proponents of Article 97 Actions and key EEA/State Agency staff;
4. Coordinate site visits as part of evaluating/processing proposed Art. 97 Actions, including impacts to property interests subject to Article 97 and intended mitigation properties;
5. Communicate with proponents of Article 97 Actions and stakeholders as appropriate throughout the process;
6. Increase knowledge and transparency for stakeholders and the public regarding pending Article 97, EEA’s Art. Policy, the PLPA, and pending Article 97 Actions by updating guidance documents, managing content on EEA’s PLPA website, presenting information at conferences, etc.;
7. Work with other EEA staff to draft and promulgate PLPA regulations; and
8. Facilitate collaborative EEA review of proposed Art. 97 Actions and related by legislation by EEA’s Policy, Legal, and Legislative Teams, and agency staff when a property interest held by an EEA agency is involved.
Conservation Restriction (CR) Review Duties:
1. Complete DCS CR Reviews as assigned by the Conservation Restriction Reviewer;
2. Convene initial meetings with all assigned CR Review applicants within two weeks of submission in order to flag urgent completion deadlines, unusual provisions and/or departures from the EEA CR Template to help ensure timely and efficient review of all CR submissions;
3. Be on point for regular and ongoing communication with assigned applicants as to the current status of CR reviews, including assisting with the development of a self-service portal for applicants to be able to monitor where their application is in our review and approval process and an automated reminder to communicate with applicants at regular intervals;
4. Help ensure efficient flow of CR reviews throughout our process, including prompt information transfer and communication between Division of Conservation Services and EEA Legal staff as well as CR review applicants;
5. Assist in maintaining the CR Tracking data base, including data entry and the generation and distribution of summary reports on CR review on a regular and ongoing basis; and
6. Coordinate the work of Auxiliary CR Reviewers as needed; help with outreach and/or training for the conservation community in Massachusetts as needed; help in convening a public/private working group to make periodic revisions to the DCS CR Template.
7.Perform additional duties as assigned by the Director of Conservation Services.
Qualifications requirements include:
(A) five years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience and the substitutions listed on the detailed job description.
